Tho rebels near Swatow captured a brigadier-general's family and compelled them to commit suicide by drowning in a well. The rebels have issued a proclamation which declares that the object of tho rising is to exterminate the officials and overthrow the Government. It is not directed against foreigners or ordinary citizens. The Canton authorities have sent troops.
