PROMISED CONCESSIONS. ST PETERSBURG, December 18. In its communique the Government considers that the railway men’s complaints and demands are largely justified. The Council of State includes sixteen million roubles in the Estimates for 1906 for the improvement of the conditions of the service. It is also announced that the minimum salary of post or telegraph officials has been fixed at 468 instead of 300 roubles. A quinquennial rise of salary is being arranged in the case of officials whose conduct, is good. Half a million roubles will be distributed among the post and tele-, graph officials who worked overtime during the railway strike. ,

The Czar has sanctioned a law imposing imprisonment on persons inciting or beginning or participating in a strike in railway and telegraph stations. The municipality of Riga, after notifying the Nobles, entered into negotiations with the rebels. The latter demand in return for the surrender of seventeen host ages the recognition of the Lithuanian Republic by the Nobles, and the abolition of martial law.

There was serious fighting and incendiarism at Mitan. The castle of Lemberg was saturated with petroleum and set on fire. Out of 120 Dragoons in the Mitau district, 34 are missing.

The troops and people in the Suwalki district have revolted. The inhabitants refused to pay taxes and burnt the Government offices. .
