The Government is sending reinforcements. Refugees from landwards arriving at Riga report, that the whole of .the peasants have risen, and are murdering many land-owners, declaring that until the Duma has made laws they would do as they liked- Cossacks have been urgently summoned from Manchuria to suppress the agrarian disorders. The Czar has ordered the officials at Vilna to send immediately to the Baltic provinces every available soldier to crush the republican movement. The Railway Workers’ Union tele--graphed to the ; Manchurian army, “ Rely on us. We will see you brought back to assist in Russia’s. liberation, even if we declare a general strike.” The: army replied enthusiastically. General Linievitch’s last telegram, marked urgent, stated that he was unable to combat tbe spread of the revolutionary propaganda. Already half the army was mutinous, the reserves demanding immediate repatriation and rejecting* paper money. The united peasant workers have sworn to boycott every Government re- • yenue-bearing undertaking. RIOTERS REINFORCED. A LOCAL REPUBLIC. ITS DRASTIC MEASURES. ST PETERSBURG, December 14. The troops at Kishineff and Odessa refused to fire on the rioters. Peasants and others, sent from the frontier, 'have joined the rioters. The Lettish population of the Baltic provinces have established a local republic, with officials and armed forces, obeying orders to burn, pillage and execute. The barons, pastors and any Government officials showing resistance, are killed. The strikers at St Petersburg have cut the northern cable. The Council of the Empire has approved, a draft law dealing with the ytrikers. COUNT IGNATEBFF ARRESTED. LONDON, December 14. The “ Times ” reports that an extraordinary rumour is current, and generally believed, in St Petersburg, that the Czar has caused the arrest of Count Ignatieff for plotting to estabfish a dictatorship. Count de Witte Is said to have unmasked the plot.
