Details of the raising of the loan, which was recently announced, show that a total of £51,600,000, at 4 per cent, is being issued, with a minimum of 80. Of the total, a sum of £26,000,000 has been reserved for France, £4,000,000 each for Britain and America, and the remainder for Gere many. (It was reported oh October 4 that the Parisian bankers were considering a simultaneous issue in France, Britain, Germany, the United States and Holla aid, of a loan of seventy-two million pounds, half to be reserved for th© French market. If difficulties occurred respecting the fixing of a common price of the issue, then'a loan of forty million would probably be issued in France alone, at 4 per cent interest, with an issue price of about 90. The operation was expected about the end or October. Though th© cablegram did not indicate on whose behalf th© loan waa to be raised, it was considered probable that it was on behalf of Russia.)
