Wages Boards in preventing sweating, said the Government intended to create a tribunal, consisting of a judge of j the Supreme Court and assessors, to fix wages. A leading principle which should 1 guide such a tribunal was that the wages j ought not to bo fixed at a rate that would have the effect of curtailing the total amount of employment in the industry.
