In the House of Lords -the Bishop of Hereford moved that foundation managers of voluntary schools should he reduced to only two, which would supply popular control of a reasonable kind, while safeguardin? the legitimate interests of denominationalism. Ho likened the Duke of Devonshire'to the Lapcoon, the victim of an illstarred union of Tories, Whigs and Birmingham Radicals. He described the Church as pursuing a policy of grab, which would be bad enough in China or Africa, but was' intolerable in the field of religion. The motion was negatived by 158 to 27.
