United Press Association—By Electrio Telegraph— Copyright. f WOMAN'S FRANCHISE. SYDNEY, August 22. In tie Legislative Assembly the Women's Franchise Bill was read a second time by 51 votes against 7. The Woman's Franchise Bill has been read a third time by 56 against 18. RECORD SURPLUSES. The railway revenue for the past year shows an increase of £410,000, and the tramways an increase of £142,000, compared with the returns of the previous year. Both are records. The net surplus from the two services is £126,000. SOUTH AUSTRALIAN FINANCES. ADELAIDE, August 22. The Estimates of expenditure sbW w decrease of £307,000 compared l with t'hose of the previous year, due to the transference of several Departments to the Commonwealth. THE MELBOURNE TRAM ROBBERY. MELBOURNE, August 22. The Government <has offered £2OO reward, and the tramway company £IOO, for the capture of the tram robbers.
