ARREST OF AN EMISSARY. United Press Association—By Electric Telegraph -Copyright. BERNE, August 1. Gallioth, an Anarchist emissary from Paterson, in New Jersey, who was chosen to kill the Czar, and who was a friend ol Bresci, King Humbert's assassin, has been arrested in l Switzerland. THE PATERSON PLOT. Some time ago it was stated that an Italian Anarchist named Romagnoli had been commissioned by the Anarchist Committee at Paterson to assassinate the German Emperor, and had left Rosario and embarked at Buenos- Ayres on board the Halle for Germany. The German police were informed of this, but Romagnoli did not arrive, and has since then disappeared. Now some particulars are given about this mysterious affair. It seems that the secret police at Rosario were informed by a man. of doubtful character that at the small irvn where lie lived there, had just arrived a. young Italian, hailing from Santa Fe, whose demeanour made him appear somewhat suspicious. The informant, Carceres. was thereupon commissioned by the. police to watch the suspect. For this purpose he pretended to be the most enthusiastic Anarchist, and bv degrees gained the confidence of Romagnoli, -who informed him that at ah Anarchist- meeting at Paterson lots had been cast to decide who was to be murdered first of the following: Tho Emperor William, the Czar, the Queen of Italy, and the Count of Turin, and that the Emperor William’s name had come out. Romagnoli went on to say that it had still to be decided which o'f the members of the party was to do the deed. Seventy-two “ comrades” had signed their names in the eocalled “Book of'Blood,” pledging themselves to carry out such orders without hesitation, and -as he, Romagnoli, was one of them-, he was justified in hoping that his services would be accepted. His most ardent wish was to become a martyr of the good cause, certain that grateful posterity would raise, a monument to him. Romagnoli several times received registered letters at the Poste Restante. One of these, which reached him on March 16, he opened in the presence of Carceres. After reading it he broke forth into exclamations of joy. Carceres asserts that lie read the note, which contained the following words in Spanish: “Dear Comrade,—The moment has .arrived for you to fhlfil your duty. You have sworn, and must now obey. Set out.” The. signature, was at red cross with a black centre within a black circle.
