STANDS IN THE PARK.
TO THE EDITOR. ]
Six-,—There are two stands being erected in Hagley Park, one by the Government and one by the Gity Council. Now, either the 1 Public Works Department, is wasting money by putting up such a substantial stand or the City Council’s stand is too weak. The Public Works Department has, I shohld think, allowed for a factor of safety of five -to allow for unequal loading, and the strains necessary for an enthusiastic crowd; the other stand, even with a standing dead load, will have no factor of safety, and unless I am wrong in my ideas, anybody who takes seats there will he (running a great risk if they take their wives and children on to -the stand, unless they satisfy themselves first that no structure will seat them safely under all conditions of an excited crowd. An acc’dent, such as has often happened in similar cases, where stands have collapsed owing to faulty design, would cause widespread grief, and completely spoil the pleasure of -the Royal visit.—l am, etc., SAFETY.
