' There is "not the slightest doubt but that there is some cause for all the dissatisfaction that-exists among them. That in proportion to their responsibilities they are underpaid, goes without saying. Merit, ability and length of service go for nothing. To -win promotion with a decent salary, one must become an expert or past master in the art of crawling. Fcr it is to the be*t sycophants . that the best positions are thrown. In* addition to this they arc always liable to be called upon to make good any deficiencies on the part of any .of their number. In some- banks 'the pension funds are kept goingJ>y the rank and file out cf their miserable pittance* compul■sorily, to make provision for the bigea/laried officers who are always in a. position to retire themselves on the most favourable terms.
