BOROUGH COUNCILS.

NEW BRIGHTON. The New Brighton Borough Council met on Tuesday evening; present —The Mayor (Mr C. H. Winny), and Councillors Rowe, Edwards, Owles and Wyatt. Mr C. Poster wrote with reference to the accumulation of sand in George Street and Elizabeth Stx-eet. The letter was referred to the Works,Commit tee, with a recommendation that the committee should invite the ratepayers to discuss the best way in which the sand difficulty in those streets should be dealt with. The Lyttelton Harbour Board wrote asking for a plan of. the old river-bed, which was said to be in a bad state. The Clerk reported that a plan had been forwarded to the Board. It was reported that the receipts since last meeting had been £l9 12s 2d, and that there was a credit balance at the bank of £2OO 12s 2d. It wais resolved that all persons having dc.gs unregistered in , the borough on March 31 should be proceeded against. The Clei’k reported that no objections had been lodged against the valuations of property in the borough. The report of the Works Committee was read. The committee recommended that an arrangement similar to that of last year should be made for the lighting of the borough; that a new lamp should be erected on Richmond Terrace; that the footpaths in Union Street and George Street should be repaired with clay and screenings; that the owners of land adjoining Palmer’s Road should be required to'clear the gorse off the’road, and that when the work had been satisfactorily done the road should he levelled and repaired ; and that sixty yards of metal should be spread ixx Richmond Terrace from Elizabeth Street northwards, at the rate of three yards per chain, the cost to be defrayed out of the balance of the loan fund available. The report of the committee as a whole was adopted. Councillor Owles stated that the owners of property in Union Street were prepared to spend pound for pound with the Council in sinking an artesian well in the street for the purpose of flushing the channel. The v Mayor requested Councillor Owles- to ask the movers in the scheme to lay particulars of it before the Works Committee. It was pointed out that, with the winter coming on, the tram-line on Seaview Road would require to. be put thoroughly in order. Councillor Owles moved that the attention of the New Brighton Tramway Company should be called to the bad state of the line, and that the Surveyor should be instructed to see the manager of the company with reference to the matter. The Finance Committee was authorised to nay all moneys due and collected for the various local bodies up to March 31. The Town Clerk was instructed to notify the owners of certain sections in Ann Street and; the Esplanade to either fill in or fence their sections, as they were dangerous to the general public. It wag resolved to. adopt the (standing orders for the Council as laid before the Council by the Mayor, and to obtain twentyfive copies for the use of members. The Mayor, as Chairman of the Domain Board, reported that the work of thinning out the trees, which was being done in the Domain under the supervision of Mr Gundry, was satisfactory. He also mentined that a large amount of wood which had been cut down was at the disposal of any resident who wished to remove it for firewood;

KAIAPOI. The Kaiapoi Borough Coxuxcil held its ordinary fortnightly meeting on Tuesday evening; present—The Mayor and Councillors Pearce, Doubleday, Blackwell, Edmonds, Bugg, Eagle, Daly and Hayman. Leave of absence was .granted to Councillor Piirnham, ciwing to ill-health. The sanitary inspector reported on the state of the town, which was generally satisfactory, and the Council, decided that the. report shoixld be handed to .the Sanitary Committee and the Clerk for consideration The Surveyor reported that the different, drain contracts were in a. forward state, but the asphalting operations were at a for want of a further sm p.lv of tar, which could not be obtained I £ '.me time. He had again visited iths ' *er where the danger was threatening, and found it not so dangerous looking, and he, in conjunction with the Clexk of the - Eyreton Road Board, had concluded that it would be advisable to plant willows as a prevention against the river .encroaching on the adjacent land. The question was left over until the Eyreton Road Board had held its public meeting. Councillor Pearce Reported on the reserve upon which the caretaker’s house stands, and asked for an extension of time for his report, which was granted. The Finance Committee reported receipts to be £lls 8s and debit balance £375 19s ,sd. Accounts amounting to £26 Is 9d were recommended for payment. The report was adopted. It was decided that all owners of unregistered dogs after March. 31 should be sued. Councillor Pearce mentioned the rough state of Peraki Street, and the matter was referred to the Works Committee. Councillor well asked if the Council intended to give the Kaiapoi members of the present contingent any kind of a public “ send off,” seeing that this was the first time that any local members had ibeexi selected. The matter was referred to the Patriotic Committee. Councillor Daly spoke of the fact that no reply had been received to the Council’s telegram to the Hon J. G. Ward with x-egard to .steamers coming to Lyttelton from plague-infested ports. The Council then sat- as the Domain Board, and passed a vote of thanks to Councillor Eagle for erecting certain outhouses in the Domain free of cost except for material. Councillor Eagle thanking the Board for its resolution. The Mayor stated that Mr Gilbert had offered to give a lecture on the Transvaal war for the benefit of the Domain funds, and a committee, consisting of the Mayor and Councillors Blackwell and Hayman, was appointed to arrange for the lecture.
