LONDON, Dec. 28. Mr Smalley, American correspondent of the Times, writes that no official denial of M. Biowitz’s statements has been made, and that such warnings weaken President Cleveland’s neutral policy. The Secretary of the German Embassy refuses to credit M. Blowitz’a message to the Times.
