The Marine Board found that Captain Capwin, of the ferry boat Manly, was responsible for the collision with the Merksworth, and have cited him to show cause why his certificate should not be suspended.
FEDERATION. MELBOURNE, Dec. 28.
Mr Turner has received a wire from Mr Eeid announcing the intention of the Government to issue a proclamation declaring that the Federal Enabling Bill shall come into operation in New South Wales on Jan. 4, and suggesting that the other colonies should do likewise. Mr Turner replied that ho would gladly accede. He urged that as the last convention, was held in Sydney the present one should be held in Melbourne, and the subsequent meeting to consider the amendments at Sydney or Adelaide.
