It is reported that, owing to it hitch during the negotiations with Japan, the Russian warships at Cheibo were got ready for action, but the difficulty was subsequently settled. ST PETERSBURG, Mat 10. It is published that Japan only vielded to Russia’s protest on the actual issue of orders by the latter for the mobilisation of 100,000 troops. Seventy officers had left here to superintend the operations, und one hundred and forty were prepared to follow. An initial credit of twenty million roubles had been opened.
