IMPERIAL INSTITUTE.

PAPER BY LORD JERSEY. [Special to Pause Association,l ' " LONDON, Dec.'B. Lord Jersey read a paper on New South Wales, before the Imperial Institute. In somewhat guarded terms he remarked that Australia’s greatest drawback was the want of population. He advocated the construction of irrigation works, though bethought it doubtful whether money could be borrowed for the purpose at present. Under sagacious leaders Trades* Unionism would not be dangerous:. He advised a healthier recognition of the rights of capital. His Lordship praised Sir G. E. Bibbs’ financial courage, but Sir H. Parkos, ia his opinion, was the greatest political force in Australia. He doubted whether a central Government for Australia would be established in the near future. Sydney, he thought, ought to be made a free port. The paper concluded by predicting a great future for New South Wales. Lord Jersey in his paper said that a drawback to the vintages of New South Wales was that they were not uniform. The proper remedy, in hia opinion, for strikes was a Board of Conciliation, a statement which was received with cheers.
