A London syndicate is prepared to make an immediate advance to the Melbourne Board of Works of .£200,000, pending the raising of the <£’Boo,ooo loan to bo issued early in the year, provided the security given ia quotable on the London stock exchange. Arrangements are being made to extradite Jabez Soencer Balfour. BUENOS AYRES, Dec. 9. Congress has sanctioned the extradition treaty with Great Britain, which affects Jabez Spencer Balfour. TREATMENT OF INEBRIATES. LONDON, Deo. 10. Lady Somerset and others are urging the Government to transfer & hundred habitual inebriates from prisons for the purpose of maintaining farm homes. THE HARNESS CASE. Mr C. B, Harness, President of the Medical Battery Company, in addressing the Coinpany, said he courted the fullest enquiry into the charges levelled against him, and was confident that he would gloriously vindicate his character. PARIS, Deo. 8. A Parisian woman patient in the late Dr Charcot’s institute fired three times with a revolver, and wounded a doctor. A plea has been raised of hypnotic suggestion. PIRACY. , Dec. 9. The trial of the brothers Eodrique for piracy and murder has concluded, and each has been sentenced to death. CANADA AND THE UNITED STATES. OTTAWA, Deo. 8. Sir J. Thompson is willing to enter into a reciprocal reduction of duties with the United States, provided it will not affect the allegiance of Canada to Great Britain. THE OPIUM TRADE. CALCUTTA. Dec. 9. The Chambers of Commerce in Bengal have taken evidence which goes to show that £300,000,000 will be required to meet all claims in the event of the abolition of opium produce, and even that will not appease discontent or prevent disaster. SOUTH AFRICA. CAPETOWN, Dec. 10. King Lohengula has reached tho Bubi river, where he is lying ill. He has abandoned the idea of crossing the Zambesi, and is said to he anxious to come to terms.
