THE GERMAN ARMY BILL. [Special to Press Association. 1 PAEIS, March 13. The Paris correspondent of the Times says the Panama trial is again shaking the foundations of the Republic. The Morning Post's correspondent reports that M. Ribot, the Premier, is very likely to resign, and that the chief of the detective force, who has been accused of undue influence during the trial, has sent in his resignation. There is considerable excitement in the city consequent on Mdme. Cottu’s revelations in connection with the Panama Canal scandals. March 14. In the Court to-day at the trial of the Panama Canal Directors, M. Bourgeois denied that he was arranging overtures or making promises to Madame Cottu, as she alleged- In the Chamber of Deputies M. Bourgeois repeated the denial, and after hours of incredible uproar, a vote of confidence in the Government was carried by a majority of sixty-nine. BERLIN, March 13. If the Reichstag dissolves Chancellor von Oaprivi will not resign. The Emperor is exhibiting the same strong will as his grandfather had, and is determined to insist upon the passing of the Army Bill. _ ST PETERSBURG, March 13. Owing to the bellicose attitude of China, Russia will reinforce the troops in the Pamirs in the spring.
