[Reuter's Tbleobams.] [Received April 28, at 12.45 p.m. I MELBOURNE, April 28. M. Courmeaux, French Commis-
sioner, has been interviewed by a reporter of the Melbourne Daily Telegraph. He expressed himself as being opposed to the French Recidivistes Bill, and announced that he had submitted a report to the Government against the measure, to which great opposition was shown in New Caledonia.
The escaped lunatic, Bourke, who was arrested last month on suspicion of being concerned in the Pettavel murder in January, has been discharged from police custody, and has been again placed in the asylum. Arrived, yesterday —P. and 0. steamship Shannon, with the English mails. [Received April 28, at 9.50 p.m.j SYDNEY, April 28. Rain has fallen here to-day, and showers have been pretty general throughout the country districts. A destructive fire, has occurred at Dubbo. The loss is estimated at £35,000. [Dubbo is an inland town of some 7000 people, 22G miles north-west of Sydney.] Arrived—"Wairarapa, from Auckland.
