A Paternal Government. —An announcement from Berlin gives, says an English paper, an illustration of the “ paternal” character of the Prussian Government. On a Saturday there was a strike of cabmen in Berlin, in consequence of new regulations that have been issued. On the Tuesday the chief of the police issued an order for the cab proprietors to immediately place their cabs at the service of the public, the alternative being the instant withdrawal of their licenses.
