LYTTELTON BOROUGH COUNCIL.

Monday, April 26. The Council met at ;be usual hour. Present —Councillors England. Allwright, Woledge. Bakstiee, Ward. Hawkins, and Chalmers; his Worship the Mayor presiding. The minutes of the former meeting were read and confirmed. The clerk stated that he had received during the week—Rates, £6 ISs : rent. Mr Mr Davis. £27 K>s. Correspondence was read:— From the Inspectorof Nuisances, respecting a nuisance c.'.ased by the Landing of damaged grain on the breastwork, and asking for advice as to how he was to ad. From his Worship, in reply, staring that, in the opinion of some persons, the place where the nuisance existed was outside the town. His Worship informed the Council that it was necessary to have the by-laws passed at once. The Council ought to have power to deal wi;h these matters. The dm ice could not act, except under the Polite Ord : - nance. Councillor Ward, in reply to his Worship, stated that the Municipal Reserves Committee had not met daring the week, owing to the chairman not calling them tceether. Councillor England moved, and Councillor Woledge seconded, that two members of committee form a quorum. Connoi’io r Hawkins moved, and Councillor Cksalmers seconded, as an amendment, that Onaciilor Woledge’s name be added to the committee.

committee are of opinion that such is the proper course with this and pther distinct heads of expenditure, and that, although there is at present no legal power to lery such rates, yet subsequent legislation may tend in that direction.” The Council then went into the matter of by-laws. Parts l and 2 were, on the motion of Councillors Chalmers and Woledge, passed by the Council. The following accounts were passed for payment : Weekly pay-sheet, £5 4s ; clerk’s salary, £l6 13s 4d. Councillor Allwright said he thought it was high time the Council moved in the matter of the reclaimed land. They could get no definite answer from the Government as to whether it was going to be leased. He would move, “That as no explicit answer from the Provincial Government can be obtained as to their tenure of, or intentions, respecting the reclaimed land, the four members of the Provincial Council be invited to meet this Council, in order that the whole case may be brought before the Council of the eusuing session. Councillor England coincided in the remarks made, and seconded the resolution. Councillors Ward and Hawkins were opposed to the motion, as they considered the matter was outside the functions of the Council. The matter was put and carried, with two dissentients. The Clerk was d : rected to call a special meeting of the Council to meet the members on Monday next, at 12.30 p.m. The Council then adjourned.
