LYTTELTON BOROUGH COUNCIL.
Monday, Dec. 14. Present: Councillors Willcox, Woledge Ward, Hawkins, Allwright, Chalmers, the Mayor presiding. The minutes of the former meeting were read and confirmed. The Clerk stated (hat the amount collected during the week was—rates, £2O 7s 6d • J Illingwortb, rent, £7 10s. ' ' The correspondence was read, _ From Secretary for Public Works, forwarding copy of the new Municipal Keservei Ordinance. From Mr Pavitt, stating that the Christ's College Trustees were quite willing that the Council should lease the whole of section 125 if required. From Mr Thomas, Kaiapoi, stating that the fault did not lie with the pumo, but with the slay and sand in the well. " It would be attended to. From the Secretary for Public Works enclosing Provincial Engineer's report on the new cesspool shoot road, _ Prom Mrs Armitage, asking for a remission of rates. From Councillor England, who was absent calling the Council's attention to the fact that a horse had been kept for some days in the pound without food or water.
Great indignation was expressed by the Councillors. Councillor Ward said, from what had come before his notice, the poundkeeper was unfit for his He moved that he be written to on the subject. Councillor Allwright seconded the motion, and it was carried. It was resolved that the consideration of Mrs Armitage's application be deferred, - The Mayor said he had been applied to by the Secretary of the Colonists' Society for the loan of a closet for the Colonists' Hall, which was on the Council's ground, but of no use to them. It was resolved that it be given to the society. The Works Committee's report was read. It slated that the alterations to the pavement in Canterbury street had been done; that the windlasses to the wells had been placed, The foreman had examined the well in Dampicr Bay, and found that the water was muddy throughout. Councillor Hawkins moved, and Councillor Allwright seconded, that the well in Dampier B;iy be emptied, and the pump-hole cleaned. The motion was carried. The lighting of the town occupied the attention of the Council, and called forth strong expressions of dissatisfaction from all the Councillors. His Worship stated that he was surprised to see that mere children were sent round the town carrying a heavy ladder, cleaning and lighting the lamps. It could not be expected but that they would have bad lighting. He was sure the Councillors, when they gave the contract, never contemplated such a slate of things.
Councillor Woledge said the lighting of the town was disgraceful. Councillor Willcox moved, and Councillor Allwright seconded, that a sub-committee be formed, and that they report on the lighting of the town, the same to consist of Councillors Hawkins and Woledge. The motion wa? carried.
The following account was passed :- Weekly pay sheet. £6 2s.
Councillor Ch timers suggested that the ladder leading from the embankment in Dublin street should be removed to the cutting in London street. It was resolved that the matter be left to the Works Committee. The Council adjourned until Wednesday at noon, when the election of Mayor will take place.
