LYTTELTON MUNICIPAL COUNCIL.

Monday, Oct. 14. The Council met at the usual hour. Present:—Messrs Ward (Chairman) Wilkin, Willeox, Balesiiee, Wright, and (irubb. The minutes of former meeting were read, and after amendment, confirmed. The Clerk reported having received during the week—rates, £2l Lis. A discussion took place respecting the lower road in St David's street, some members of the Council objecting to the present width.

It was resolved that the Chairman see the contractor* on the subject, in order to have it r.mtditd if possible. The Chairman reported that he had seen Mr Grab mi on the subject of the metal, and that lie (Mr G) had declined to supply ion yards for less than Bs, as he had let Hie Council have the 150 yards previous at ss, in order to get out of their debt.

The Foreman stated that he had opened a quarry on Sumner ltoad, and submitted a specimen. He stated that it could be quarried for 2s per yard, and he thought the carting would cost 2s per yard more. It was resolved that 100 yards be procured from the quarry as a trial. A discussion ensued respecting the drainage through the reclaimed land into the sea. It was ultimately resolved, on the motion of Mr VVilleox, seconded by Mr Wilkin, " That the Provincial Government be requested to make the main drain on the north side five feet from the kerbing ; the Lyttelton Municipal Council to be charged with their portion of the cost for doing the work." A memorial was presented, signed by about forty ratepayers, owners of cattle, horses, &c, calling the attention of the Council to the snort supply of water, and stating that the supply had been cut off at the tunnel; and asking the Council to devise some means for increasing the supply of water to the town. It was resolved, '■' That permission should be obtained from the authorities to place a pump near the tunnel." Mr L'tlyly, the solicitor to the Council, was iu atten lance, and was asked whether the Council couU claim rates from occupiers taking property on which rates had n<k been paid, owing to former occupants leaving, or whether they should look to the owner of the property. _Mr D'Oyly stated that he would forward his opinion in writing, as it Avas a subject of great importance.

The report «f the Foreman of Works was read and received.

A letter was read from !)r Donald, asking the Council on what terms the convalescents at the hospital could use the public baths. A long and desultory discussion ensued relative to this letter, some of the members suggesting that the Council should erect a separate bath room for the use of the convalescents at the hospital and others arguing that as they had rented the baths to the custodian he was the proper person to make arrangements with, as it might prove detrimental to the baths.

Ultimately, the following resolution, proposed by Mr Mestiee, seconded by Mr Wilkin, was carried-" That Dr Donald be referred to the Curator, and if he was agreeable the Council would assist to forward his views."

The Council requested the reporters to notify to the public that the well at the old police barracks was available for the use of the townspeople.

The consideration of the drainage question was again adjourned for one week.

Hates were remitted in the cases of Mrs Simmons and Captain Elmslcy. Un the motion of Mr Grubb a committee was appointed to meet on Tuesday, to make out a list of persons who had failed to pay their rates, with a view of taking legal proceedings for their recovery. After passing several accounts, the Council adjourned till Monday next, at the usual hour.
