TO THE EDITOR OF THE LYTTELTON TIMES. &K —Under the heading " A delinquent Letter Carrier," a communication appears in your paper of Saturday last, containing grave and sweeping assertions against the Post-office authorities,-assertions which, if uncontradicted, might not only bring our postal institutions into undeserved contempt, but injure in a great or lesser degree the character of every person connected with that department of the public service.
