Municipal Council.

Statutory Meeting, December 17th. Present:—His Worship the Mayor (EGruber, Esq.), Crs. Graham, Pritchard, Scoles, Perrelle, Jenkins, and Barker. The minutes of last meeting were read and confirmed. Outward correspondence :—To W. Bews Esq., enclosing cheque for £SO, and requesting him to hold over balance of his account for the present; to County Valuator (Mr M. O'Meara) re valuation of land in borough extension; to H. J. Finn, Esq., M.H.K., re water-supply loan. Inward correspondence :—From W. Turton, Esq. (Corporation Solicitor) re handing over of water-rights, &c, by Arr.ow United Company. His Worship said he should advise the Council to decline signing any debentures for transfer to the Arrow United Company until a title to the water-right and piping was handed over to them. He had been informed that the title was lodged in the Bank of New Zealand, but had ascertained that it was not there.. He believed there was a claim for rent from a person upon whose ground some of the piping was lying, and he warned the Council against allowing this charge to be saddled upon them. It was resolved to hold over the matter referred to in Mr Turton's letter until his next visit to the Arrow. Cr. Jenkins handed in his resignation as Councillor for Bush Ward, consequent upon his election to the Mayoralty. Before vacating his seat, his Worship said he wished to thank the Councillors for the assistance they had given him during his term of office, and to congratulate the incoming Mayor upon the valuable officer he would find in the Town Clerk. He had been himself much indebted to that officer during the past year, and felt that he could not say too much in his praise. A deal of extra labour had devolved upon him, in connection with the

reserves, water-supply, &o, but -it had been cheerfully undertaken and faithfully performed. He had gieat pleasure in presenting Mr Healey with a small memento of their official connection. The Town Clerk suitably acknowledged the presentation ; which, although quite unexpected, was highly esteemed as an expression of confidence and appreciation. Mr Jenkins took his. declaration as Mayor, and his seat. He said he fully realized the importance of the office upon which he entered. His predecessors in office had acquitted themselves well, but he had to be proved. He regretted that the ex-Mayor (Mr Gruber) was no longer connected with the Council, and hoped to see him there again as a Councillor at an early date- He (the Mayor) would always keep the Councillors well posted up in all that transpired during his term of office, and trusted that they would assist him in getting the business well and quickly done. There was, unfortunately, little prospect of many public works being undertaken, but they must do the best they could with what was placed at their command. He endorsed the ex Mayor's remarks' about the diligence and ability of the Town Clerk, with whom, to a great extent, rested the successful carrying-out of the Corporation affairs. ' The question of which Ward the burgesses in the borough extension should be included in at the ensuing valuation was discussed ; but, eventually, it was left over until after the sale of the land on the Bth January.
