New instructions aimed to bring the negotiations with the Soviet to a speedy conclusion have been sent to the British Ambassador in Moscow. Sir William Seeds, says the Daily Express. The position was reviewed by the Cabinet on Wednesday, Ministers concluding that if the new instructions do not produce an agreement within a reasonable time, it is useless to pursue the negotiations.
