Replying 1 to critics of the voluntary system of defence, the Prime Minister (the Rt. Hon. M. J. Savage) emphasised that recruiting for the Territorial Force hacl been highly successful, and that a sustained effort was being continued. “People are saying possibly with the best of motives, that the voluntary system of recruiting 1 has failed because the response to my appeal to join the National Military Reserve has been steady but slow,” aid Mr. Savage. “It is unfair to condemn the system on those grounds.”
