JAPANESE MANOEUVRES
ON AN ELABORATE SCALE. PRELIMINARY PRECAUTIONS. (Press Association.—Copyright.) (Received 12.30 p.m.) Tokio, November 11. The autumn manoeuvres began in the Ohaka distinct after elaborate preparations, being on a double scale to the previous post-war exercises. Enormous but silent throngs from schools and colleges and of ex-sol-diers and the public, kneeling on matting on the roadside, greeted the Emperor on arriving at Ohaka. During the preliminary arrangements there was a thorough combing out of bad characters and dangerous thinkers over a radius of twentyfive miles of Ohaka.
