ACTION OF WAR VETERANS. (Press Association.—Copyright.) (Received 11 a.m.) Ottawa, April 8. Asserting that the freedom of the seas is at stake, the Victoria (British Columbia) branch of the Great War Veterans' Association has launched a nation-wide pretest against the seizure by the United States of suspected rum-runners outside the 12-mile zone.
