DELAY IN OPENING. . BUREAUCRATIC METHODS CONDEMNED. LONDON, Dec. 20. It is unlikely that the Peace Conference will meet before January, or even later. There is some dissatisfaction at the delay caused by the bureaucratic methods of sending army official documents to Paris. French newspapers ridicule the bureaucratic invasion, which is likely to produce inexpressible confusion.
