JAPANESE WAR PLAN.
* NEW YORK, July 29. The Tokio radio says that the Minister of War (General Sugayama) and the Minister of the Navy (Admiral Mitsumasa Yonai have submitted to Cabinet the following four-point programme : 1. The energetic continuation of the war. 2. Greater Government care for the free expression of public opinion with a view to lifting the nation’s spirit and lighting will. 3. Taking every possible measure to improve the fighting forces, particularly the air force. 4. Simpler Government administration with a view to making the Government’s political orders penetrate into all layers of the population.
