SPEECH BY MR HOOVER LAND ARMAMENTS REDUCTION

PREQUISITE TO NAVAL REDUCTION (United Press Assn— By Electric Telegraph-Copyright.) Washington, October 26. Serving notice on the world that this Government considers land armaments reduction a prerequisite to further naval education. Mr Hoover today took occasion, in connection with the celebration of Navy Day tomorrow, to issue a statement, making known the Government’s attitude towards disarfilament. It is also regarded as another attempt to galvanise Geneva negotiations into action.

He said failure of these negotiations would compel the United States to build the navy to full treaty strength. If this Administration spared no reasonable effort to bring about agreement of all nations upon a reduction of arms upon the ratios agreed upon I at London Conference, our patience in | these negotiations had never for a moment jeopardised the safety of the United States.

These efforts are making progress. If these efforts finally fail, we will he compelled, hy reason of the disturbed conditions prevailing throughout the world and the necessity for protecting American commerce to build a navy to the full strength provided 'by London agreement, equal to that of the most powerful in the world. “I need scarcely suggest that-vast expenditures would he involved by this necessity or the blow it will deal io one of the most cherished aspirations of oiir people.”
