Governor Bolph, after an exhaustive study of the testimony supplied by Labour and Liberal leaders, has issued a report, declining to pardon Tom Mooney, who is serving a life imprisonment in San Quentin penitentiary for implication in the preparations for day bombing at San Prancisco in 1916, in which ten were kiUed.
