Speaking here, Mr Pascal! urged that the principles of Roiary could be applied beneficially even to such a con. tioversial subject as the tariff, which should be used on‘y in a manner that it would help the user and promote trade with other nations, iostead of den stroying it. An exclusive tariff which disregarded the welfare of oiher countries’ trade, could not he productive ef permanent benefit. The whole world must tealise that the pursuit of selfinterest, whether in politics or industry, bad brought about the present mess. The only way out was to employ the Rotary principle of co-operation in service. Nothing else could lift the wotld from its present disorganised condition.
