I The regulation reads: — I The owner or occupier* of any land may, during the period to which this Order applies, acquire for the purpose of topdressing that land a quantity of phosphatic fertiliser not exceeding 70 per cent, (calculated in accordance with the First Schedule hereto) of the quantity of phosp'hatic fertiliser that- was authorised to be acquired in respect of the same land pursuant to the Phosphatic Fertiliser Control Notice, 1941. (1) This clause applies only in cases where: — ■ (a) An organic fertiliser (with or without any other fertiliser) was used for topdressing any land during the period of two years ended on May 31, 1941; and (b) A supply of fertiliser in excess of the quantity that may be acquired ’ under the last preceding clause is required for the purpose of topdres&ing that land. (2) The owner or occupier of any land who .requires for the purpose of topdressing that land any fertiliser in excess of the quantity that he is entitled to j under the last preceding clause I may, not later than the 15th | August,' 1942, supply in writing [ to the appropriate Fertiliser Company for authority to acI quire additional fertiliser in accordance with this clause. (3) Every application made for the purpose of this clause shall give particulars as to: — (a) The total quantity of organic fertiliser used by the applicant or any other person for topdressing the same land within the period of Itwo years ended May 31, 1941; * (b) The name and business adI dress of .the vendor from whom any [ such organic fertiliser was acquirled; and ! -(c) The name and business adI dress of the vendor from whom any j additional supply made available i pursuant to this clause will be acI quired.

(4) On receipt of any such application and on being satisfied as to the truth of the statements disclosed therein the Fertiliser Committee shall authorise the applicant to acquire an additional supply of fertiliser for the purpose of topdressing the said land equal to 28 per cent, (calculated in accordance with clause 4 hereof and the First Schedule hereto) of the annual average amount of organic fertiliser used for topdressing the same land within the aforesaid period of two years. (5) Any additional fertiliser authorised to be acquired pursuant to this clause may be organic or phosphatic or may be partly organic and partly phosphatic, according to the respective quantities of such fertilisers that may be available. (6) The chairman of the Fertiliser 'Committee shall give notice or cause notice to be given to the vendor named in the application of the additional quantity of fertiliser that may be acquired by the applicant under this clause.
