SATISFACTORY STATE.

oGENERAL ACCOUNT STATEMENT. A very satisfactory position was disclosed to members of the Hauraki Plains County Council when the treasurer, Mr E. A. Mahoney, presented 'the following report: —

I have pleasure in submitting a full statement of accounts as prepared foi audit for the year ended March 31, 1935. As this is the last meeting of the old council I propose furnishing a minute report on the yeai s financial activities, supported by comparisons of estimates and relative expendituie and also last year’s receipts and payments as compared with the year just ended.

General Account. —The general ac- j count contains all receipts in the form of licenses and fees, subsidy on gen- | eral rate, penalty on rates, plant hire charges, ferry fees and sales of sundry materials. On the payment side appear all public works expenditure which is a charge over the whole' county, plant maintenance, benzine and oils, ferries maintenance, office expenses, travelling expenses, salaries, printing, advertising and, stationery, insurances,, audit fees, valuation I fees, interest on overdraft and all other charges over the whole county. The excess of general expenditure over general receipts is charged to ridings through their general rates on a valuation basis . The result this year is somewhat astounding. The whole of the general rate collected with the exception of £63 has been transferred to riding accounts. In other words, the £9Ol charged to ridings for administration and management has been almost covered by ordinary subsidy on general rate and the total charge on the money paid by the ratepayers for the council’s management was £63. When it is noted that the cost of management, was £4500 in 1924-25 tapering down to £2400 in 1933-34 the difference requires explanation. Although estimates for the general account were based on normal past expenditure the strictest supervision has been exercised over every item of expenditure. Only essentials have been purchased. A comparison on the attached schedule will reveal where savings have been effected to produce the result shown. All charges due to March 31 have been paid and nothing spent in anticipation of 1935-36 revenue. General Account Receipts.
