FINANCIAL BRITISH SEEKING AID. (United Press Association—By Electric Telegraph—Copyright) WASHINGTON, December 9. The Secretary to the Treasury, Mr Miorgenthau, said that the British had not yet asked for American financial aid, formally or informally. The Administration hafi not determined what its policy would bo if and when requests for such aid were made. He indicated that a, determination .of the Administration’s policy would follow the current talks with Sir IF Phillips (British envoy) the purpose of which is an exchange of information. Sir B. Phillips (British Envoy), visited Mr Morgenthau (Secretary to the Treasury), at 'his home, tonight, where he handed over the British balance-sheet and with him conferred.
