At Vichy, it is reported that the British Navy has captured a largo French fishing boat, which was returning to Franco from Newfoundland, laden with cod. A British submarine torpedoed another boat returning with cod, and a third is also missing. RUMANIAN TENSION LONDON, December 9. Evidence of the tension existing between tlie Germans in Rumania and the people was manifest , when a lire broke out in the petrol zone last night. German troops helped to prevent the fire from spreading and then placed under arrest all tho workmen engaged in boring operations at the well. It is not known whether the fire was a result of accident or sabotage.
