CHICARGO, July 14.
It- is regarded as a foregone conclusion to-night, that the Democratic Party’s Convention which is opening here to-morrow, will offer for the Presidency, a renomination to Mr v Roosevelt. ' •
It is also ■ widely believed that President Roosevelt will accept renr.mi nation. • '■ '■
Mr T. Farley, Chairman of the Democratic Party (and hitherto Mr Roosevelt's campaign organiser), insisted "that 1 regardless of Mr Roosevelt’s decision, his name will again be submitted to the Convention of the Democratic. Party. Mr Farley has indicated that he will himself refuse to direct a third term campaign, and,, instead, will retire from the Cabinet, (in which he is Postmaster-General) and also from the Chairmanship of the Democratic National Committee. - • :* Senator 'Bankhead will make they keynote speech at the Convention to- A morrow night.V j| 1 J The convention will consider the Party’s platform on Wednesday, and will hold the ballots for the Presidential nominations on Thursday. s j

It is reliably reported; here that the United States Ambassador, Mr Bowers, has delievered a Note to the Chilean Foreign . Office, suggesting that the Havana Conference of \ PanAmerican - Republics on Saturday should discuss the possibility of a I'an-American protectorate over the European possessions in the Western' Hemisphere for the duration of the war.
