FACTORIES OUTPUT. . *4SrfWr«ft»*Tirti -i»i MOSCOW, July 13. The Moscow radio commented on Heavy 7 penalties that the Soviet is imposing for the manufacture of defective goods. It says: “The low; quality output of many of the branches of Soviet industry frequently impairs l them national defence. The machine tools, chromium steel, other steel alloys, cotton goods, and synthetic fibres aro suffering from poor quality. Tractors are sometimes being delivered with a-' leak in the petrol tanks skilfully covered with paint. -..M/iV:* • “In Moscow, a factory, has been turning out watches 1 which will not go and' alarm clocks which will not ring. The criminal neglect as to quality by many of the industrial managers cannot be tolerated. Their place is in gaol,”
