Admiral Nod a has issued a warning that Japanese warships will firo on foreign planes passing over them in Shansi waters, as the Chinese Air Force consists of foreign machines. It was extremely difficult to distinguish these from others, as was instanced by a last minute avoidance of firing on a British air-liner on February 21. Admiral Noda remarked that Japan was watching with interest America's occupation of the Plioenix Islands disputing British sovereignty, but ho was not prepared to comment.
