Sir Frederick Phillips, one or the Under-Secretaries of the British Treasury, .who is spending a holiday in Canada, will visit the United States before, returning to England. During his visit he will have talks with MiHenry Morgenthau, junr. United States Secretary of the Treasury. Jt is stated in official quarters in London that there is not any question of opening negotiations or discussions. The visit is regarded as mainly for establishing personal contacts.
