No doubt these impurities were in the tobacco, as the result of floor sweepings, said a Magistrate in fining Philip Lesser, a Limehouse tobacco manufacturer £3OO for selling tobacco containing foreign substance. Cigarettes taken from his premises contained a piece of coal, paper, tinfoily lead, bristles, cardboard, wood, and sealing wax.
