RUSSIAN DECREE
MILITARY REGIME UNUSUAL PEACETIME MOVE. (United Press Association—By Electric Telegraph—Copyright). (Received this day at 10.30 a.m.) MOSCOW. May 17. A measure unprecedented in peacetime is a decree to combat espionage, and place Soviet life under military dominion. The country is to he divided into military districts, under Army Councils appointed by Kremlin, with supreme authority to manage military affairs, mobilise the population, railways and other means of communications, supervise industrial construction, and also control educational bodies concerned , war preparation, volunteer units and aerial defence.
