In pursuit of the ideal of building up the greatest Empire service in the world, the Government had communicated to the Dominions ami India a scheme for the. exteiisivcs developments of Empire mail services, which provided for a very material improvement in the present time schedules, for a substantial in* crease in frequency of services, and for all first-class mail to Empire countries covered by the projected services to go by air.
