SOVIET CONSTITUTION (Per Pres* Association.--Copyright.) RIGA, July 8. .President Stalin lias begun a revision of the Soviet’s constitution. The revision is with a . view to introducing a system of local and central parliaments. The elections would lie by universal equal suffrage, and the secret ballot. A Constitutional | Commission has been set up, which has appoint,on twelve sub-committees. The chairmen are, apparently, those who have emerged the strongest from recent “purges.” They include M. Litvinoff, M. Radek, M- Bukarin, M. Vyshinsky. M. Voroshiloff, F. Molotoff, M. Akuioff, M. Chubar, 31.' Kaganovntch and M. Zhdanoff.
