WELLINGTON, December 6

A civic reception was tendered Mi* Malcolm MacDonald and his sister, 'Miss Sheila MacDonald, hde to-day, by a large gathering which included Hon. Mr 'Ransom, who extended a Government welcome, and representatives of local Scottish Societies. A piper -led the way into the hall In replying' Mr MacDonald covered considerable ground, but said he had come to study the conditions '°n the spot, and not to talk. He spoke of their being a paramount necessity for the various Governments in the Empire to eO-ordinate their policies. He said that the- policies of the six Dominions should fit in with one Imperial policy. To this end there should be a frequent interchange of visits by. those /responsible for the. fracing of policies.
