WASHINGTON, April 16. The, actual arrests- for drunkenness in the City of Washington'have decreased by 30 per cent , since beer reappeared. It appears that more drinkers are satisfied with the milder alcoholic beverage than those who formerly drank throat-searing concoctions called gih and Scotch.
