,'For the {first time since signed, action arising out of the Kellogg Pact has been taken, the British Government co-operating with United States Government in the issue of joint representation to Chinese and Soviet Government in regard to the situation in Manchuria, calling the attention of those Governments to their obligations under the Pact,, and expressing the hope it will be possible in the near future to come to ah agreement beteen ! themiselves upon a method for resolving bv peaceful means the issues over which they at present are in controversy.
When the action was announced in the Commons Mr Henderson replying to questions said there appeared to he reason for believing that an Armistice had been arranged. According to a telegram from the British ConsulGeneral at Mukden, the Mukden authorities had sent to Moscow a telegram accepting the Soviet terms for re-opening negotiations and Chinese negotiators had left Harbin for Hagarosk. The Prime Minister announced in the Commons that British delegates to London Naval Conference would be himself, Mr Henderson and Mr Wedgwood Bonn. Canada, Australia, New iZealand,; South Africa, Irish Free State and India had been invited to nominate delegates.
REPLIES TO QUESTIONS. (Received this day at 11 a.m.) RUGBY, December 2. Air Henderson replying to a question said the Chinese Government announced the intention to abolish extra-ter-ritoriality. The Chinese Government were aware of Britain’s desire to enter into negotiations on the subject in a liberal friendly spirit, and the British Minister in Peking was endeavouring to initiate discussions. The Chinese Minister had been informed that a dennjncintionf of extra territoriality clauses of the treaties would prejudice the prospect of a satisfactory issue. The Chinese Government will doubtless give weight to those considerations and I hope in the circumstances they will not in fact carry their declared intention into execution.”
