DELHI, Aug. 14. Villages in Kashmir and in the Northern parts of the Punjab are gravely endangered as the result of the collapse of a mammoth ice-barrier holding bac-k millions of tons of water that has been pent up in the former bed of the River Sliavak in the Karakoram Range, near Loll Kashmir. Tne dam burst at nine o’clock on Sunday night, and a torrent is nowrushing with great force towards the plains froiii a height of 17,000 feet. All of the villages below the flood level of the River Indies have been ~ evacuated, and thousands of refugees are xxiuring into Pesliawur. Colonel Howell, British Resident at Kashmir, had been encamped at the site of the dam for several days, and he was the first to give a warning of the break. Immediately a chain of giant bonfires were lighted, stretching for two hundred miles along the loftiest mountains and the river banks. To assist in the evacuation, large forces of police and soldiers are posted on baiius of the Kabul and the Indus rivers. Nowshera, a big military station, has been evacuated. She leaves Quebec on Thursday, arriving at .Halifax on August 22ud, and will cruise down the East Coast of the United States, reaching Boston on August 25th, New York 30th, Chesapeake Bay September 4th, Jamaica 13th, Colon 15th, Panama 17th. Going through the canal, she reaches Tahiti on 30th, Wellington on October 9th, Brisbane on 17th and Sydney 23rd.
