It seems likely that the principle of a universal scheme of pensions, established on a contributory basis, would prove attractive to the majority of the electors. large numbers of whom are exercised by reason ol the burden which the existing schemes of superannuation and pensions throw upon the Consolidated Fund. It is to be recognised, however, that the whole structure of such a scheme would iequire verv careful examination, and it may be held to be distinctly desirable that one consideration of any proposal for the institution of the schem*' should be deferred until the proposals in connection, with it have been full matured.—“ Otago Daily Times.”
